500g (1 lb) flank steak, thinly sliced against the grain

1/2 cup cornstarch

1/4 cup all-purpose flour

1 teaspoon baking powder

1 teaspoon garlic powder

1/2 teaspoon salt

Oil for frying (vegetable or peanut)

1 red bell pepper, sliced into strips

1 green bell pepper, sliced into strips

3 green onions, sliced (whites and greens separated)

2 cloves garlic, minced

1-2 fresh red chilies, sliced (adjust for spice preference)

1/4 cup sweet chili sauce

2 tablespoons soy sauce

1 tablespoon rice vinegar

1 tablespoon sesame oil

Sesame seeds for garnish

Prepare the Beef: In a large bowl, combine the cornstarch, flour, baking powder, garlic powder, and salt. Add the sliced beef and coat evenly. Let it marinate for at least 30 minutes.

    Heat the Oil: In a deep frying pan or wok, heat enough oil over medium-high heat to submerge the beef slices slightly. Test the temperature by dropping a small piece of the coated beef into the oil; it should sizzle immediately.

      Fry the Beef: Carefully add the marinated beef into the hot oil in batches (do not overcrowd the pan). Fry for about 2-3 minutes per side or until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

        Stir-Fry the Vegetables: In the same pan, remove excess oil, leaving about 1 tablespoon. Add the minced garlic, the white parts of the green onions, and the sliced red and green bell peppers. Stir-fry on high heat for 2-3 minutes until they are tender-crisp.

          Combine and Glaze: Reduce the heat to medium and add the crispy beef back into the pan. Pour in the sweet chili sauce, soy sauce, rice vinegar, and sesame oil. Toss everything together until the beef and vegetables are well coated in the sauce.

            Serve: Remove from heat and garnish with sliced green onion tops and sesame seeds. Serve hot over steamed rice or with crispy noodles.
